This RFP is for design and development services for a new bilingual (French and English) website for Centre de santé Saint-Boniface, in line with its 2022-2027 strategic plan.

Overview of Centre de santé Saint-Boniface

Founded in 1999, Centre de santé Saint-Boniface is the only francophone community health centre in Manitoba that provides primary care services in Canada’s two official languages (French and English). Serving the French-speaking population of Winnipeg and the residents of St. Boniface, we offer medical, nutrition and mental health services as well as addiction counselling services for youth (aged 12 to 21) and the services of a social worker.
We also operate a Walk-in Connected Care Clinic for the immediate non-urgent health needs of Winnipeg residents. This clinic is open 7 days a week, 365 days a year.

The Centre also promotes the training of bilingual professionals.

Our Audience

  1. Our primary audience is our clients
    • Primary care clinic clients: French-speaking population of Winnipeg and
      residents of St. Boniface. 75% of our primary care clinic clients are French
      speaking, aged 0-100.
    • Walk-In Connected Care Clinic clients: Winnipeg residents.
  2. Our secondary audience consists of our community partners and the media.
  3. Our tertiary audience is the public in general.

New Website Objectives

Our top priorities are informing and educating clients, community partners and the public about our services and providing helpful resources. Our secondary goals are to facilitate communication and interaction between the public and Centre de santé (signing up for our programs, applying for jobs, booking/canceling an appointment…).

Current Website

Our current website is approximately six to seven years old. The design is outdated, confusing and clustered. The user experience is less than ideal and it is difficult to find information. The website is bilingual (French and English) and content heavy but not well organized.

The website runs on WordPress but the platform is outdated. The content management system (CMS) has many bugs preventing updates and can no longer support certain initial features of the website.
The website currently has a system for people to register for our health and wellbeing programs. Confirmation and reminder emails are automatically sent out to participants. The templates for these automatic emails are not editable. The system is outdated and has sent erroneous information to participants on a few occasions.

Overall, on the front end, the user experience is poor. The backend is outdated and unreliable.

New Website Functionality Requirements

The new website will need:

  • A user-friendly content management system (CMS).
  • Intuitive navigation, clean and focused design.
  • Well-organized content with applicable content imported from the current website.
  • To support bilingual content (French and English), multiple photos, videos, etc.
  • A separate page for our Walk-In Connected Care Clinic with a calendar-type layout that indicates hours of operation and real time report of wait times at the clinic (
  • A sign-up system for our programs with automatic confirmation, reminder and cancellation email.
  • A calendar that clearly indicates when/where our health and wellbeing programs are offered.
  • To be optimized with SEO best practices.
  • Social media integration (share and follow buttons…).

Optional New Website Functionalities/Wish List

We would like to have the following on our new website, depending on how these elements would impact timeline and/or budget. Please provide cost for each element separately and note if any additional design or development time would be required.

  • Home page video
  • Space for applicants to upload résumé, cover letter and fillable application forms
  • Separate login area for clients to confirm/cancel appointments and access documents

Budget Details

As indicated in the summary, our budget for this project is $20,000 to $25,000. While we prefer the most cost-effective solution, all proposals that fall reasonably within this range will be considered and weighed based on their merits. Proposals that offer flexibility in billing for non-required elements added to the website after initial launch will also be considered.
